One remaining question is whether players can stream the new Call of Duty or download it. The answer may lie in the concessions Microsoft made during its acquisition of Activision Blizzard to appease regulators.

To gain approval in the UK, Microsoft agreed to give Ubisoft cloud streaming rights to Activision games on consoles and PC. This means Ubisoft ultimately decides on streaming availability, potentially delaying or even preventing it from launching.
